To resolved this, the below file should created and owned by hlisys:
date > /hekimian/react-2001/system/application_enabled
For new installs, insure word_analysis exist in /hekimian/react-2001/system/bin

cp /hekimian/tint/word_analysis /hekimian/react-2001/system/bin
