What does "Inconclusive" mean in the Spirent TestCenter Conformance Test Results?

Inconclusive means that the Test Case (TC) was unable to bring the IUT to the required state to begin with (i.e., generally step 1 of the Actions). So, for example, in order to validate the DD exchange in OSPF, or some parameter associated with the DD packets, you first have to be able to establish a 2-way adjacency to exchange them in the first place.  If you cannot establish the 2-way adjacency, then the failure was in the precondition and not the objective of the TC. Therefore, it is flagged as Inconclusive instead of Failed.
