If a single TID on a ckt has a QI of 0.00 then the overall QI of the ckt is 0.00.
Thus the ckt will not be put in service. So if you see red on the ckt, then it will not be put in service.
If there are no valid AIDS on a ckt then PMI will not put the ckt in services.
