How to send ARP request from device by using Spirent Testcenter HLTAPI

 When want to send ARP from device, we can use -arp_target, and config it as device, so that the device on this port will send ARP.

 
For example:
% sth::interface_config -port_handle port1 -arp_send_req 1 -arp_target device -mode config
