The issue could exists in a specific situation. Let say the STC could be a SPT-11U (obsolete chassis by now - January 2020), SPT-N11U or SPT-N12U, and there are five test cards in the chassis (any card number >2), and the all permanent licenses have been succesfully installed.
Workaround:
The STYPE of the first one is 2.
