Spirent TestCenter: What is the reason Spirent TestCenter 3U chassis fans are noisy?

For the TestCenter 3U chassis, the fan control algorithm does not distinguish between the number of modules in the chassis, unless zero, however is based on the type of cards in the chassis. 

I mention the datasheet for the 3U description reads: Intelligent fan control—cools based on environment and module load and there is potential for misunderstanding in the interpretation.
 
For the TestCenter 3U chassis, there are three algorithms that determine fan speeds if the inlet sensor in the chassis read less than 30 degrees.
 
1)      If there are no cards in the chassis, the three fans have one setting, for example 444, one hex number for each fan.
2)      If there is one or two cold cards in the chassis with no hot cards (the algorithm does not distinguish between number of cards) all cards that are not hot cards
3)      If there is one or two hot cards (for which the chassis is intended) in the chassis with any other cards (the algorithm does not distinguish between number of cards) hot card = MX, MXP, and FX
 
I add if the inlets sensor reads higher than 30 degrees there are different algorithms
 
I mention there are no behaviour changes proposed however improvements continue to be made to the algorithm.
