When you open an existing working configuration and relocate TestCenter port(s), if you wish to maintain same Command Sequencer Parameters, for example when prompted 'Would you like to connect to chassis and reserve ports automatically' and your response is No, Respond to the Prompt 'Select a Perspective' by selecting Use ConfigurationFile Perspective.
If this Prompt does not appear, the reason may be that previously selected was 'Do not ask me about this again'. If that is your experience and you wish to see/respond to the Prompt, in the GUI Header, Open Tools -> Options -> General -> Perspectives -> Check Mark to Select -> 'Show Perspective choice dialog on file open', then Select Apply and OK or in the GUI Header Open Tools -> Options -> General -> Pop-up Dialogues Reset "Do not show again" status for all dialogues Click 'Reset Status' then Select Apply and OK.
