I am getting an "MS origination" message in the AirAccess C2K message window followed by "a call setup failure" message right after the CMAS message is sent out.

Answer

Data needs to be turned off on the UE and no call should be active.

In the case of data not being totally turned off (on an android device) an SO33 data call is autonomously set up by the UE. We don't want any active calls unless specifically requested for test execution.
