The Aggregate Port L1 Tx/Rx Rate speedometer feature uses Port.TxL1BitRate and Port.TxMaxLineRate.
The POS modules do not support these statistics so the speedometer will always show 0 rate.
L1 Bit Rate count only calculated for Ethernet and Fibre channel. Not supported for POS or ATM.
