Answer
Set the "Request Rate" under DHCP Client port settings to desired value.
Note that this is a port level rate and so applies to all the DHCP clients in all the device blocks on that port
Set the "Max Outstanding Sessions" accordingly so that the sessions are not delayed when binding is in progress.
