Spirent TestCenter: Why OSPF emulated Router with priority "0" switches immediately to DRother state?

Answer
The emulated router is treating the network as broadcast. If the emulated router's priority is zero, it will immediately switch to this state when it is started (because it cannot become either DR or BDR).
If the emulated router's priority is non-zero, it will switch to this state if other routers are elected DR and BDR
