Answer

When you set up a modifier on mulitple gateway addresses you have to enable the box "Use Streams"
- Location: Inside the modifier window just to the right and above the step value

Be aware that enabling "Use Streams" cause the flows to increase, however, it looks like if you enable use streams on all the modifiers it will cause the number of flows to don't increase.
