When you run the MPLS Wizard and you want to have the MPLS-TP active you must do the following:
1) Go to the MPLS-TP tab
2) Go to Edit MPLS TP Static LSP/PWE
3) Scroll over until you see the Enable Fault OAM - enable this.
You can disable it afterwards and it will still remain active.
