As you can see the column "I" from 4.43 realtime report is now named as Average CPU Utilization(permillage) from 4.33 Average CPU Utilization
It is incrementing as the load increase, where as on 4.33 it use to decrease with the generation of load.
"permillage", is similar to "percentage", however instead of x/100 it's x/1000 So for example, a permillage usage of 66 is actually 6.6%. And, So 100% = 1000 permillage. So max CPU usage is 1000 permillage and you device is utilizing the full memory.
