Landslide: MME Nodal - Can emulated SGW include Change Reporting Action information in Create Session Response message?

Landslide can add Charge Report Action IE fields to the Create Response message if the system has the LTE Functional License activated. The value is going to be added in a static way, so all the Create Session Responses will have the same value (incremental option has no sense in this value).
