Perform: Why am I receiving error of "Unable to log into Perform, Please contact your administrator" when attempt to login to the application?

Answer

Try to logon to the Perform Data Server as user pmiowner.  Most likely the pmiowner user is blocked or has an expired password which is causing the application to fail. 

Unblock the user or update the password at the OS level to resolve this issue.
