Environment/Versions PGW node test case. Customer set the QCI(QoS Class Identifier) to some vale between 5~9 and found that the bit rate setting is grayed out   Answer  If we set QCI to 5~9(Non-GBR), the Bearer QoS fields will be not available because QCI 5 to 9 are for Non Grantee Bit rate traffic. To make the configuration available, we need to change it to another Value. Below is the detail info about how to set the bit rate.
