Spirent TestCenter: PCEP - with Spirent as PCC initiator, is there an option so that sessions are automatically established again after DUT reboot.

Answer

On Spirent, once the PCC state goes to idle, the user needs to restart the PCC devices to initiate the sessions.
Note that if the Spirent side were PCE devices and the DUT was the initiator then Spirent will respond appropriately and go to up state.
