Does changing satellite power level on a GNSS simulator affect the signal in any other way other than the expected change in power level?

Answer

No. Changes in signal power do not cause variation in another characteristic of the signal. In particular, it is common to expect possible changes in signal phase. However, Spirent GNSS simulators control signal amplitude and code/carrier phase digitally at IF. This means that there aren't even any analogue variations that would otherwise maybe require internal compensation to maintain zero phase change.
