The "Restart on SCTP Link Recovery" option was added to the MME Nodal Capacity Test Activity only, S1-MME>SCTP tab to support restarting of upper layer applications (S1 setup/NAS attach) upon SCTP link recovery. Please verify that the option is enabled as shown below.
