When firmware upgrade stuck at reboot 99% status, you can try to observe chassis LED status.
If the chassis status LED is green, please try to telnet to chassis, then us command "reboot" to restart chassis.
After chassis restart well, close original GUI and open a new GUI to do your testing.
If the chassis status LED is red, please try to see KB SOL10865 and SOL11304 for next action.
