Spirent TestCenter: Why throughput value in RFC 2889 not reported when there is frame loss?

As per RFC 2889, if there is Frame loss Error Rate, the throughput wouldn't be calculated.
Throughput would be calculated only when there is zero frame loss rate

Section 5.1.4.1 Throughput
Throughput measurement is defined in section 26.1 [3].  
A search algorithm is employed to find the maximum Oload [2] with a zero Frame loss rate [1].  
The algorithm MUST adjust load to find the throughput.
