Offset - Identifies how many hours must be subtracted from the NE
Archiver's date and time values before they are compared to the Data
Server's date and time values. This area lets users correct NE Archivers
located in various time zones. The offset value (range -23 through 23)
is always subtracted. For example, if the Data Server is in the central
time zone, use 1 to subtract one hour for an NE archiver in the eastern
time zone and -1 to add one hour for an NE archiver in the mountain time
zone.
