Why does the Spirent TestCenter GUI application fail to initialize on a new Windows XP machine after install?

If you install the Spirent TestCenter GUI application on a new Windows XP machine and have problems running the UI interface, it may be caused by corrupted Region settings. To resolve this issue, change the Language settings to another country, and then change the language setting back. This resets the language Foobar settings.

The error you will see from the Spirent TestCenter UI is " Input string was not in the correct format," as shown in this screen capture.
