This issue happens because: By default UE disables Broadcast protocol, so we need change a NV item to enable Broadcast protocol.
Please change below NV item to 1, and then power-circle UE:
Note:
a) Without a power-circle the change doesn't take effect.
b) By default this value is 0 which means UE doesn’t support Broadcast protocol.
