The TCL package is probably missing the SQLLite3.
Download the SQLLite3 and place in the TCL library folder.
If using Spirent TCL, use 8.4.13, since this contains all the packages. Since 8.5.x ActiveState changed how Tcl is deployed. They no longer include any of the "3rd-party" packages that were included in 8.4.x. Instead, there is a mechanism call "Teapot" for downloading the required packages (think "yum" for Linux).
