Spirent TestCenter: Why does RFC-2544 show TX Rate is 99.997% instead of 100%?

Test is set for 100% but results show less than 100%.
Answer
PPM adjustment on the port affects TX rate.
Be sure to set PPM adjustment to zero or just select Internal clock (w/o PPM).
RFC-2544 indicates the throughput reporting is to show the theoretical frame rate and the test results in frames per second.
Thus this relationship will determine what is the percentage of that throughput results.
