Spirent TestCenter: Why are we seeing ARP reply messages sent even if the "Control Plane" option is disabled for StreamBlock?

Answer
The "Control Plane" option essentially only controls whether or not the stream block responds to ping as it configures interfaces into the stack based on the stream block configuration.
The stream block will always respond to ARP messages regardless of the "Control Plane" option.
