While troubleshooting I found the FIP priority was not same.
After making changes in FIP priority, Everything worked as expected.

Login attempts may be rejected when:

• BB Credit and Max Receive Size do not match the values for the DUT.
• The Addressing mode is not compatible with the DUT, e.g., FPMA for the chassis and SPMA for the DUT.
• The FIP priority is not equal to the DUT priority.
• The FC MAP does not match the DUT map
