Abacus's implementation of Clear Channel is not based on RFC 4040. What it does is to send and received encoded voice signal over the T1/E1 Channels. There is no signaling required in setting up the call. The system will simply start sending, receiving the path confirmation signal (encoded voice), and assess the quality of transmission.
