According to customer traces, this problem happened for 15 MNs (among 2000), in the traces we could notice real SGW sent Create Bearer Request message before sending Create Session Response. Therefore emulated MME could not know if the session has been accepted or not without the response. At the same time emulated MME cannot respond any request at this moment because it does not know the target TID (normally received in session response).
