VR5: Why I am only seeing 8 PDPs in DEE template for ICM topologies which support 24 PDPs

Answer

There is limited column supported by Excel, only 8 PDPs are supported in DEE template for ICM topologies

Non-DEE mode is still supported for more than 8 PDPs, this is just a excel template limitation.
