Answer
This special mode that halves the number of available ports on a NIC-65 and other cards too. This is called STC-Adv TSN Mode. This was introduced way back, since STC 5.01 and works in a deterministic manner, in the sense that when enabled on a NIC-65 card only ports 1&2 are available and ports 3&4 are not shown anymore in the GUI at all. When the card is switched back to STC-Default mode, all 4 ports are available.
