Spirent TestCenter, why MX(FX)-10G-Cx module port LED displays red when no cable plug in?

There has a different LED status between MX-10G-Cx module and MX-10G-Sx module.

MX-10G-Sx module port LED is down without any fiber.

MX-10G-Cx module port LED is red without any cable.
